One of the great miracles of the modern age is that a nuclear weapon has not been used in warfare since 1945. Presidents, Republicans and Democrats, have understood that the goal of international negotiations must be to reduce the number of nuclear weapons, not expand them. Congress must not allow the Tweeter in Chief to unleash a dangerous and costly nuclear arms race.
